relation to certain packages of tobacco placed in your charge by General Mulford on account of rebel prisoners, and as no report has yet been received from you I am directed to inquire whether said letter was received, and if so, what action has been taken with regard to it. SIR: I hereby report that state prisoners Jeff. Davis and C. C. Clay are in their usual health. During the past week C. C. Clay has been suffering from a light catarrhal fever from which he is now recovering.

SIR: On the 2nd of December, 1865, a telegram was sent from this office to General Terry stating that R. B. Winder had been sent to Richmond by direction of the President to be reported to him for trial, and that the papers containing charges would be forwarded as soon as received from the Judge-Advocate-General. Will you please inform me if any steps have been taken to secure the trial of Winder?
