SIR: I have the honor to report my arrival at this post, and that I have this day assumed command of the District of Oregon, pursuant to Special Orders, Numbers 108, from the headquarters of the Department of the Pacific.

In obedience to Special Orders, Numbers 108, of the 23rd of June, 1862, from the headquarters of the Department of the Pacific, the undersigned hereby assumes command of the District of Oregon. First Lieutenant William B. Hughes, Ninth Infantry, will continue to discharge the duties of acting assistant adjutant-general.
