For a look at what reconstruction may have looked like had President Lincoln not been assassinated, see the Official Record report from the Secretary of War by Edwin M. Stanton for Fiscal Year 1865. In it he describes what President Johnson did as governor of Tennessee during the war to re-establish government from the township level through the Governor as the method approved by President Lincoln to be followed for the remaining Southern states after wars end. This is not what actually occurred...

What would have been - pages 508 through 509 starting with the last paragraph on page 508.
