To the people of West Tennessee his thanks are due for the cheerfulness they have shown in yielding obedience to the Government and asking pardon for their offenses, as well as for their cordial good will often and again expressed for himself. It affords him great satisfaction to be able to turn over his command to an officer of known and distinguished character, an acquaintance with whom of twenty years' duration justifies him in saying that the interests of Government and people will be safe in the hands of his successor.

All existing orders will remain in force. The officers composing the staff will be announced in future orders.

The brigade of the Sixteenth Corps ordered to Mobile is intended to relieve the balance of the Thirteenth Corps now at that place which will be held in readiness to go to Galveston, Texas, as soon as transportation can be furnished. The headquarters of the corps will be with that portion of it, and you will accompany it in person.
