Special Orders, Numbers 8, was that the assignments referred to should be made from these headquarters on the report of the provost-marshal-general that a certain number of unassigned recruits were in his hands from any or several States, and that without further instructions from the lieutenant-general commanding that course will be adopted, and such reports will be forwarded, on which the requisite orders will be based. It would thereof appear unnecessary to furnish the lists applied for.

40. The following officers will repair to this city and report in person as witnesses to the chairman of the Committee on the Conduct of the War as soon as the exigencies of the service will permit: Lieutenant General U. S. Grant, U. S. Army; Major General Godfrey Witzel, U. S. Volunteers; Lieutenant Colonel C. B. Comstock, aide-de-camp. As soon as their services can be dispensed with by the Committee, they will return to their proper stations.
