On Board Pilot Boy, off Roanoke Island, February 9, 1862.

CAPTAIN: I have the honor to report that by order of Brigadier-General Foster, on the afternoon of February 6, Lieutenant E. N. Strong, aide-de-camp, and myself went on board the gunboat Ranger to carry out his instructions.
