GENERAL: I have the honor to acknowledge the receipt of your communication of the 21st ultimo, and in reply thereto to recommend the following-named officers of the Corps of Engineers for promotion to brevet rank for meritorious services rendered in the discharge of their appropriate duties since they have need assigned to duty in this department: Captain William E. Merril, U. S. Engineers, to the brevet rank of major; First Lieutenant H. C. Wharton, to the brevet rank of captain.

regret the delay in forwarding Winslow's cavalry for want of horses. Hope they will be supplied in two or three days. Merill's Horse has large detachments waiting to go; remained with Steele. he would much like to be with you.

Your telegram of this date just received. Am such obliged for your offer of Merill's Horse. I hardly suppose any order separating him so far from his proper command would meet the approval of the Department at Washington. I hope you may be able to forward Winslow's cavalry in two or three days, and shall be very much obliged if you will hurry them forward as rapidly as possible.
