The mounted force of Fifty-second at Scottsville and part of Thirty-seventh Kentucky have been ordered to act in concert with Thirteenth Kentucky Cavalry. I have offered the scattered rebels in that country who have belonged to any regiment the privilege of coming in under the amnesty proclamation or being exchanged.

Numbers 36. Knoxville, Tenn., March 23, 1864.I. First Lieutenant William J. Twining, Corps of Engineers, is hereby announced as acting chief engineer of the department, and will be obeyed and respected accordingly.
II. The commanding officer of each division and brigade of this army will select from his command a suitable officer, not above the rank of captain, to be attached to his staff as topographical engineer. The names of the officers appointed under this order will be immediately reported to these headquarters.
Division topographical engineers will report for instructions, by letter, to the acting chief engineer of the department.
