On the 22nd instant, by telegram to General Loring, at Jackson, I asked, " Is communication open with Lieutenant-General Pemberton; if not, with whom shall I communicate? In what manner can I aid you?" To the inquiry on this point, no reply has been received. Your dispatch of the 27th will be observed, and reports made to you. Strength of cavalry force is herewith respectfully forwarded.

I am to weak to save Vicksburg. Can do no more than attempt to save you and your garrison. It will be impossible to extricate you, unless you co-operate, and we make mutually supporting movements.
