12. In cases of emergency the commanding officer at Winchester is authorized to issue commissary stores to destitute citizens, in such quantities as may be absolutely necessary for their sustenance. The Sanitary Commission will, under no circumstance, issued to citizens.

13. Major Charles S. Stewart, U. S. Engineers, having reported to these headquarters for duty, is announced as chief engineer of the command. He will be obeyed and respected accordingly.

Commanding First Cavalry Division:

GENERAL: The chief of cavalry directs that you send a reconnaissance of one large squadron early to-morrow a. m., the 19th instant, up the Valley pike. The commanding officer of this squadron will report in person at army headquarters to-morrow a. m. at 6 o'clock for special instructions.
