In obedience to Special Orders, No. 1, paragraph II, headquarters Army of Arkansas, General E. Kirby Smith commanding, the undersigned reassumes command of the District of Indian Territory. In doing so he takes occasion to express his approbation of the administration of affairs in the district during his absence, under Brigadier General Douglas H. Cooper. Brigadier-General Cooper will resume the command of his division.
