Quincy, acting mayor of the City of New Orleans, having reported that the city comptroller doubts his authority to execute all the duties of his office, he is hereby directed to draw such warrants and perform all such other official acts as may be necessary to maintain the government of the city and secure public peace and public health, for which this shall be sufficient authority until official instructions shall be received from the Government at Washington.
