I. Brigadier General R. B. Mitchell, U. S. Volunteers, is hereby relieved from the command of the District of Nebraska and will assume command of the District of North Kansas, headquarters at Fort Leavenworth, Kans.

II. The Districts of Utah, Colorado, and Nebraska, are hereby merged into one command, to be known as the District of the Plains.

III. Brigadier General P. E. Connor, U. S. Volunteers, is assigned to the command of the District of the Plains, headquarters at Denver, Colo. Ter.
