Your letter of yesterday's date was received this day. Every effort has been made heretofore to have all troops fully armed and equipped and in readiness for the field, and I do not know what additional orders could be given to make them more complete. To carry out the views expressed in your letter it is absolutely necessary for the light batteries here to be supplied with the requisite number of horses, of which they are still deficient in a considerable degree.
