SIR: Having received a communication from Lieutenant-Colonel Thurston, assistant inspector-general on the staff of Major-General Hurlbut, informing me that in accordance with the orders of Major General W. T. Sherman the whole of the cavalry of this department is turned over to my immediate command, you are directed to report to me the precise condition of your command, including batteries attached, particularly as regards its preparation for a long and rapid march. You will find special field orders, herewith inclosed,* for your information and government.
