SIR: The Secretary of War directs that you immediately cause a paymaster to be sent to Annapolis, Md., to pay off the prisoners of war who have lately arrived there from Richmond in great destitution.

SIR: The Secretary of War finding that paroled prisoners of war who should remain at Annapolis are permitted to come to Washington in violation of order directs that your attention be especially called to the inclosed regulations*, which must in no case be departed from.

You will remain at Columbus and report to Major General L. Wallace on his arrival at that place. Large numbers of paroled prisoners will be sent there for reorganization.

GENERAL: I have the honor to acknowledge the receipt of your proposition to exchange prisoners which have been paroled by us respectively, and say that having already forwarded to Vicksburg the names of all those connected with this army whom you have paroled so that they might be embraced in the exchange which is being effected there it is impossible for me to acceded to your proposition.
