CAPTAIN: I beg leave to inclose copy* of a letter from Brigadier-General Benham sent under flag of truce and my reply* to the same. I do not think it necessary to add anything to the reasons assigned in my letter except that the course pursed in sending up the flag immediately after the attempt to use a balloon satisfied me that the object was simply to make a reconnaissance and to kept up a correspondence which would present further facilities of obeservation to them.
