I am informed that General Ord is making arrangements to buy a quantity of tobacco now on the York River which he proposes to issue to his troops. Has this project your sanction?

I understand General Ord is trying to buy some tobacco that is now at Yorktown to issued to his colored troops. They are selling their rubber blankets to rebels daily to procure the article, not having pay or credit to get it.
