Question about Kansas

I heard a Kansas politician at the Wichita Tea Party make the following statement "We Freed Those people twice" I cannot for the life of me figure out what they are talking about. I don't know a lot about the Civil War but I do know there was some controversy with Kansas and whether it was going to be a free or a slave state.

Can anyone shed light on this. Does the above statement make any sense in that context?
