Question about Enrollment Papers & footnote

Hi!!

I'm researching my family lineage and came across a brickwall on one ancestor. He was in the civil war but those enrollment papers on footnote dot com where has the actual document. Did every soldier sign an enrollment paper with his own John Hancock? Or did someone do it for them. Those papers on footnote look almost like one person signed each of them. I don't have an account on there but will probably get one.

The reason I ask is that I ordered my ancestor's marriage record and Im hoping to compare signatures. I know from Census records he could write but not read.
So is anyone familiar with those Civil War Soldier Records at footnote. I just wondered if every soldier had to sign his own enrollment papers / card.
