You should try searching the Official Record on this site. A search on Mulligan revealed Mulligan West Virginia abbreviated as W. (Mulligan), VA in the Record. From the result I was able to obtain the name of the commander of the division stationed there and other information regarding their order of battle. You can search on the units involved for further information.
